Okpebholo described the event as a timely and visionary intervention; aimed at strengthening governance and service delivery in the State.

This was disclosed in a statement by the Director of media in the Ministry, Daisy Osunde and circulated amongst journalists in Benin on Thursday, 5 January, 2026.

The retreat, themed: ‘High-Performing Public Service for the Sustainable Development of Edo State,’ was held from Monday, 2nd to Thursday, 5th February, 2025, at Udomi Town in Esan Central Local Government Area of Edo State.

Mrs. Abdallah who was a participant at the retreat, expressed appreciation to the Governor for creating an enabling platform for public sector leaders to reflect, re-strategize, and align with the administration’s development vision.

According to her, the programme featured robust interactive sessions, case studies, group discussions, and collaborative engagements.

All designed to enhance strategic leadership, good governance, performance management, accountability, and inter-ministerial coordination across the public service.

“The retreat provided a rare opportunity for leaders in the public and civil service to critically examine our roles, strengthen collaboration, and adopt best practices that will improve efficiency and service delivery.

“Governor Monday Okpebholo has once again demonstrated purposeful leadership by prioritizing capacity building and strategic thinking in governance.”

She noted that the knowledge and insights gained from the retreat would significantly strengthen ongoing efforts toward the realization of the Governor’s ‘SHINE’ Agenda, particularly in promoting inclusive development, institutional effectiveness, and sustainable growth across Edo State.

The Honourable Commissioner reaffirmed the commitment of the Ministry of Women Affairs to applying lessons learned from the retreat, in advancing women-focused policies and programmes that align with the broader development objectives of the Okpebholo administration.

Mrs. Abdallah urged participants to translate the outcomes of the retreat into concrete actions, that would positively impact governance and improve the lives of Edo citizens.
